A method for operating a local content offering system for offering encrypted contents to a local system and a local contents offering system applying the same are provided to process an RO(Right Object) corresponding to the contents into the second RO and offer the contents including the second RO to the local system in case that a content transmission request is received. A communicating module(510) receives the content encrypted by predetermined DRM(Digital Rights Management) from a CP(Content Provider) server and receives the RO for the encrypted contents from an RO issuance server. A database manager(530) stores the encrypted contents and the corresponding RO to a content information database(520). A user interface module(540) receives the content transmission request for transmitting the contents to the local system from a manager of the local content providing system. An RO processor(550) reads out the RO corresponding to the contents from the content information database and processes the read RO into the second RO transmitted to the local system. A content transmitter(560) transmits the contents including the second RO to the local system.
