A method for manufacturing aggregate having the deodorization, vegetation and antibacterial functions by means of chinese medicine, food leftovers and industry and construction wastes, the aggregate manufacturing by the same and a method for manufacturing the cement concrete, asphalt concrete and a block with the desired strength by means of the aggregate are provided to use solid waste with a high absorption rate, thereby reducing the eruption of heavy metals. The chinese medicine leftovers, food leftovers and the mixture are mixed with water, heated by the predetermined temperature and concentrated so that the concentrated solution is manufactured or the solid concentrated matter is crushed. The surface of the solid waste comprising the regenerating aggregate and industry and construction wastes is cleansed and the cement paste of the aggregate is removed so that the aggregate with a good shape is manufactured. The aggregate is heated and dried so that the completely dried aggregate is manufactured. The dried aggregated is inserted into the concentration solution and the mixed aggregate is dried and fermented so that the aggregate with the anti-bacterial and vegetation functions is formed.
