A solid polymer electrolyte based on porous matrix and multi-functional cross-linkage agent is provided to improve mechanical properties of an electrolyte with high ionic conductivity and to enhance a cross-linkage density of the electrolyte by extremely increasing addition of a plasticizer, thereby being effectively used to manufacture lithium batteries by comprising the porous matrix and introducing a box type of multi-functional cross-linkage agent. The solid polymer electrolyte comprises: a porous matrix made of polyethylene or polypropylene that functions as a support for the electrolyte; a box type of multi-functional group containing cross-linkage agent to form a cross-linked structure in order to improve mechanical strength of a polymer film; and an excessive amount of polyalkyleneglycol based plasticizer with excellent degree of ionic dissociation for lithium ions, so that the electrolyte exhibits high ionic conductivity at ordinary or low temperature without reduction of mechanical properties. The cross-linkage agent is represented by the formula(1) wherein R1 is the same dimethacrylate group and number of R1 is 8, 10 or 12. The electrolyte is represented by the formula(2) wherein R2 is H or methyl group and N is an integer of 0 to 30.
