A catalyst for dehydrogenating ethylbenzene for styrene conversion, which can exclude the use of vapor, and can obtain the catalyst performance at high efficiency environmentally friendly and economically by using CO2 in the reaction, a preparation method of the same, and a preparation method of styrene monomer using the same are provided. In a composite oxide catalyst comprising a zirconium oxide and a titanium oxide, a composite oxide catalyst for dehydrogenation of ethylbenzene for styrene conversion further comprises at least one selected from potassium carbonate and potassium oxide. A preparation method of a composite oxide catalyst for dehydrogenating ethylbenzene for styrene conversion comprises the steps of: dissolving a zirconium salt and a titanium salt into deionized water, additionally adding at least one selected from potassium carbonate and potassium oxide into the dissolved solution to form a solution, and forming a composite metal hydroxide precipitate; and filtering the composite metal hydroxide precipitate at a reduced pressure, and drying and firing the filtered composite metal hydroxide precipitate. A preparation method of styrene monomer comprises the step of mixing the catalyst with ethylbenzene in the presence of CO2, thereby dehydrogenating the ethylbenzene.
