A water level/rainfall observation device having a remote power control function in real time is provided to perform a normal operation stably by continuously monitoring an electric power quantity which is consumed according to an operation of a battery and internal parts. A first current monitoring unit(220) detects a current provided from a solar cell module, and outputs the detected current to a signal selection unit(410) and an RTU(Remote Terminal Unit)(300). A first voltage monitoring unit(230) detects and outputs a voltage provided from the solar cell module to the signal selection unit(410) and the RTU(300). A charge adjusting unit(250) has a battery which is charged by power provided from the solar cell module, and an over-charge prevention unit which prevents over-charge of the battery. A solar cell test unit(240) determines whether the solar cell module is operated in a normal state at a front end of the charge adjusting unit(250). A second voltage detection unit(260) detects and outputs a voltage of the battery to the signal selection unit(410) and the RTU(300). A second current detection unit(270) detects and outputs a current provided from the battery to the signal selection unit(410) and the RTU(300). A low voltage detection cut-off unit(290) cuts off electric power provided to the RTU(300) if the voltage which is provided from the battery is lower than a predetermined voltage.
