The unit has a fixed mounting hub (130) with a cylindrical coupling surface and a pedal hub (120) pivoted at the mounting hub with another cylindrical coupling surface. A pedal (10) is firmly connected with the pedal hub. A locking clutch (150) formed as a torsion spring clutch is carried with the former surface of the mounting hub and the latter surface of the pedal hub to lock the pedal. A pulley hub (140) is pivotably fastened at the mounting hub, where the pulley hub is connected with a brake cable.
