The system has an engine control unit (12) coupled to outputs of a radar sensor (14), thermal image camera (16) and seat based system (30) for delivering a distance signal (24), vehicle seat-occupancy signal (28) and load signal (32), respectively. The sensor detects parameters of a target object outside a vehicle and provides the signal (24) to respective output. The camera and system detect information about a person in the vehicle and provide the signals (28, 32) to the respective output. The control unit is designed such that the speed of the vehicle is controlled depending on the signals. An independent claim is also included for a method of controlling speed of a vehicle.
