Nano-particle embedded- and charged-complex comprises at least two complex partners, where the complex partner is an embedded anionic and a cationic active substance. Independent claims are included for: (1) a nano-particle comprising an enclosure and a charge complex; and (2) a procedure for manufacturing the nano-particle, which comprises: (i) dissolving a cationic active substance in a solvent; (ii) contacting the active substance with an anionic enclosure former; (iii) forming a nanoparticle by dispersing the enclosure and charge complex; and (iv) separating the nanoparticle from the dispersion.
