The method involves determining frequency offset and/or frequency drift by a maximum-likelihood-estimator by minimizing error squares between phase characteristics of signals overlaid with phase noise and polynomial phase characteristics modelized to the frequency offset and/or drift over a determined observation period with a sampling point. The polynomial phase characteristics are subtracted from the phase characteristics of the signals overlaid with the phase noise. A time period shorter in relation to the observation period is selected for the sampling point in the observation period. Independent claims are also included for the following: (1) a device for compensating a frequency offset and/or frequency drift in a phase-noise measuring signal (2) a spectrum-analyzer or network analyzer provided with Fast Fourier transformation for determining spectrum of a phase-noise signal.
