The adjuster has a stator (3) and a rotor (4) formed integrally from a non-metallic material, where front surfaces of rotor blades (6) running along an inner surface of the stator and front surfaces of stator bars (5) running along an inner surface of the rotor. The front surfaces of the rotor blades and the stator bars have slots that are provided for receiving seals which are designed in a shape of roles for two way sealing of two hydraulic chambers (7, 8). The width of the rotor blades and the stator bars is designed approximately double the diameter of the seals.
