Paddle cutter (18) has cutting edge (20) pointing in rotating direction, which stretches across the width of paddle cutter, from outer edge up to the fixing zone (A). The paddle cutter is made of flat steel whereby the cutting edge is formed by shaping of an edge area of flat steel. Fixing zone has an opening (16) for fixing the cutter on a rotating part of chopping device. An independent claim is also included for a chopping device.
