The panel (1-5) has a vertical locking element with plastic and complementary hook elements that are configured so that connected panels can be unlocked from their hooked and vertically locked state. At least one panel is pivotable about an axis near the hooked edge in a direction in which a locking position can be reached. The working surfaces (N) of the panels adopt an angle less than 180 degrees with respect to each other in the unlocking position. An independent claim is also included for a floor covering.
