The device (2) has a retaining base, where the device is provided at an upper side of a water dispenser (1). The base is provided with a through hole for receiving an inlet pipe of the dispenser. A retaining bowl is received in the base, and a penetration hole is provided corresponding to a position of the through hole for receiving the inlet pipe. A flexible unit e.g. spring, is attached between the base and the bowl, where elastic force of the flexible unit is utilized for raising the bowl.
