The device has an upper unit (A) with a plate (A1) and two axles (A61, A62) integrating the upper unit with a lower unit to constitute an assembly. The lower unit has a central unit fixed on a body, and is fixed on a line of a fender buoy. The device is positioned on an independent support. The upper unit has a gripping unit (A15) in the form of a bull ring which permits positioning of the device on tubes and cables.
