The device has a hook (11) turned upwards and cooperating with a cable or an anchoring part in ground. A longitudinal notch (12) maintains a lower wire of a wire netting in contact with the ground. A set of lateral notches (13) is inclined according to an angle with respect to a longitudinal direction of the device, where the device is fabricated from a metallic sheet of less thickness in a single operation. The lateral notches include bases aligned with the notch (12) such that wires of the netting are maintained in a vertical position when the wires are engaged in the notches (12, 13).
