The starter has an electromagnetic switch (3) to open or close a main contact of an electric motor circuit (EC). An electromagnetic clutch (7) has a solenoid to form a clutch plate movable relative to an electromagnet (35) to control a coupling or uncoupling state to connect or disconnect a torque transfer path. A delay unit (8) excites the switch at an instant having a time delay relative to an instant at which the clutch is excited so that the plate is attracted by the electromagnet for being driven to the coupling state before an armature (11) of an electric motor does not start to rotate.
