The reformer has a plasma reactor (61) for producing a reformat from a set of reactants comprising a primary fuel, air and water. A catalytic burner (72) heats the reactants in a sealed duct (215) before introducing the reactants in the plasma reactor and extends around the plasma reactor. A double wall (210) of the reactor extends between an external wall (212`) of the reactor and the catalytic burner. A conduit (216) connects an outlet (217) of the duct and an inlet (218) of the double wall.
