The device has a movable elastic clamping tongue (50) including a maneuvering hole (60), placed opposite to a cutting insert support surface (32) and supported on an anterior surface (1) of a cutting insert. The tongue is integrated to a support block (25) of a tool holder and delimits, with the support surface, a housing (30) of the insert. Height of the housing varies from a value lower than a predetermined thickness of the insert to a value greater than the thickness when the tongue passes from a rest state of clamping the plate to a reinforced state.
