The device has an assembly composed of a motor unit (7) and a balancing hoist (8). A decoupling unit (10) selectively decouples one of the ends of the motor unit so that the hoist acts on an opening frame (1) when the frame is actuated manually. The motor unit and the hoist include respective foots (7A, 8A) mounted on a common base (11), and a cover directly receives pistons of the unit and the hoist, where the base is articulated on a shell. The unit and the hoist include respective heads (7B, 8B) exerting forces on a common plate which is associated to the frame by an articulation.
