PPROBLEM TO BE SOLVED: To provide a vertically-long radiation panel and a radiation air-conditioning system using the same, which do not lower a surface temperature of a wall surface to a degree of generation of dew condensation, nor subjected to the limitation of installation. PSOLUTION: This vertically-long radiation panel 1 comprises: a heat medium flow channel (heat medium circulation pipe 2) in which a heat medium flows; and a radiation plate 3 receiving heat from the heat medium flowing in the heat medium flow channel and radiating the heat, and vertically installed on the wall surface M in an air-conditioned room R to heat and cool the air-conditioned room R by heat radiation. The radiation plate 3 is coated with a coating material having high emissivity over the entire surface 3a faced to an indoor side, out of both side surfaces, and a surface 3b faced with a wall surface side is not coated so that a metallic material is exposed, or coated with a coating material of low emissivity.
