PROBLEM TO BE SOLVED: To dynamically arrange robots according to the congested state of a sales floor varying from hour to hour and guide shoppers from a congested place to an uncongested place.;SOLUTION: The state of the inside of a facility is monitored by a facility inside monitoring device and the monitored state is sent to a guide robot control device. The guide robot control device holds notification items at each place in the facility beforehand, analyzes the state of the inside of the facility received from the facility inside monitoring device, detects a place congested with people and a place not congested with people, and sets the inlet of the uncongested place as the place where the guide robot is to be arranged. The device also selects the notification items at the uncongested place from the holding notification items and sets them as the contents of the notification, and notifies the contents of the notification to the guide robot.
