PPROBLEM TO BE SOLVED: To specify in particular the magnitude of a discharge and a generation position of the discharge without being influenced by a measuring object. PSOLUTION: This device is equipped with a plurality of guides 4, arranged respectively in the axial direction on the outer circumferential surface of a stator core 1 of a rotary electrical machine; an AE sensor unit 5 provided movably along each guide 4, provided in a casing with an AE sensor for detecting a partial discharge, and equipped with a driving device for being moved along the guide; a control device 22 for imparting a control signal to the driving device of the AE sensor unit 5; a signal analyzer 18 for performing waveform analysis, by taking an AE signal detected by the AE sensor and imparting a moving command to the control device 22 corresponding to an analysis resu and an input device 23 for imparting various setting information, relative to movement to the signal analyzer 18 and the control device 22. In the device, a discharge position is detected from the magnitude and the time until a peak value of the AE signal, and an AE signal rising time difference between a plurality of AE sensors by moving the AE sensors, and the magnitude of a discharge is determined from the peak value.
