PROBLEM TO BE SOLVED: To enhance security by limiting authentication of PC during maintenance, and to easily perform one-time password authentication while preventing illegal access not during the maintenance.;SOLUTION: An IP exchange maintenance system includes an IP exchange 1, at least one portable terminal 2 connected to the IP exchange 1 in a communicable state, and two or more maintenance terminals 3 connected to the IP exchange 1 through an IP network or telephone line. When maintenance of the IP exchange 1 is started, a maintenance terminal 3 is specified from the portable terminal 2, and the IP exchange 1 issues an OTP after authenticating an identification ID of the maintenance terminal 3 which actually performs maintenance.
