PROBLEM TO BE SOLVED: To efficiently distribute load of a relay server without adding a special device.;SOLUTION: A load balancing system has a plurality of the relay servers, a client terminal, and the gateway device managing load information of the relay server. The gateway device has; a relay server information management means provided in an intranet, managing the load information of the relay server as periodically updating the load information of the relay server; and a load distribution decision means deciding whether the load of the first relay server is distributed or not based on the load information of the plurality of relay servers and the load information of the first relay server wherein the client terminal is connected to the relay server. The load balancing decision means establishes second connection between the client terminal and a second relay server while establishing first connection between the first relay server and the client terminal when it is decided that the load balancing is effective, cuts the first connection after the second connection establishes.;COPYRIGHT: (C)2008,JPO&INPIT
