PPROBLEM TO BE SOLVED: To provide an emergency rescue system using a mobile terminal device, allowing detection of a high reliable accident situation. PSOLUTION: A second notification destination 14 receiving an accident encounter information mail also functions as accident information reception, and automatically distributes the accident encounter information mail to an accident/disaster monitoring centralized center 15 that is a management center having a function for deciding the accident situation. The accident/disaster monitoring centralized center 15 receiving the automatically distributed accident encounter information mail collates it with accident/disaster information by a satellite photograph directly received by an administration monitoring system from a GPS 16, updates the situation of an accident/disaster, simultaneously analyzes an outline/scale or the like of the accident/disaster, and decides whether or not an administration rescue instruction to ask for rescue by the Self-Defence Force or the like is required in addition to the rescue by a second notification destination 14 of a nearest number 119 (fire station) and a number 110 (police station) or the like.
