PPROBLEM TO BE SOLVED: To provide a traffic situation estimation device capable of correctly estimating the traffic situation of a road section where no traffic situation measurement device is installed, considering an incidental change of traffic conditions. PSOLUTION: This traffic situation estimation device, which estimates traffic situation in the road section, comprises: a first acquisition means for acquiring the traffic situation of the first road section measured based on an output signal of the traffic situation estimation device installed in the first road section; a second acquisition means for acquiring the traffic situation, which is measured based on a transmission signal transmitted from a transmitter arranged on an automobile, of the second road section where no traffic situation measurement device is installed; a correlation calculation means for calculating correlation of each traffic situation in one time zone acquired by the first acquisition means and the second acquisition means; and an estimation means for estimating the traffic situation of the second road section in the other time zone based on the correlation calculated by the correlation calculation means and the traffic situation in the other time zone acquired by the first acquisition means.
