PROBLEM TO BE SOLVED: To provide a fiber-based heat-insulating material which hardly collects water on the surface or in the inner portion and is excellent in a water-draining property, to provide a heat-insulating floor structure in which molds, stains or the like hardly grows on an underfloor bottom plate, and in which the underfloor bottom plate is little expanded, and to provide a method for constructing the heat-insulating floor structure.;SOLUTION: This fiber-based heat-insulating material 11 having a good water-draining property is formed with a hydrophilic layer 11b composed of fibers subjected to a hydrophilic treatment on one side of a hydrophobic layer 11a composed of fibers subjected to a hydrophobic treatment. The fiber-based heat-insulating material 11 is configured to have the heat-insulating floor structure in which at prescribed height positions of support members 10, 10 disposed at a prescribed interval the hydrophilic layer 11b of the fiber-based heat-insulating material 11 is arranged on the underfloor bottom plate 12, and laying the underfloor bottom plate 12 on the hydrophilic layer 11b of the fiber-based heat-insulating material 11.;COPYRIGHT: (C)2008,JPO&INPIT
