PROBLEM TO BE SOLVED: To provide a pest-controlling agent composition having excellent pest-controlling activities and having no problem in safety, and to provide a pest-controlling method.;SOLUTION: The pest-controlling agent composition contains a cyclic amine compound represented by formula (1) (wherein, X is an oxygen atom or the like; R¹_a and R²_a, R¹_a and R⁴_a, R²_a and R³_a, or R³_a and R⁴_a form a saturated ring together with each other; R¹_a, R¹_b, R²_a, R²_b, R³_a, R³_b, R⁴_a, R⁴_b and R⁵ forming no saturated ring are each a hydrogen atom or the like; and Cy¹ and Cy² are each an aromatic ring which may have a substituent) or the like, and a neonicotinoid-based compound.
