PPROBLEM TO BE SOLVED: To provide an evaluation method and an evaluation device for a fuel-cell polymer electrolyte membrane that allow accurate evaluation of chemical degradation properties of a fuel-cell polymer electrolyte membrane under conditions close to the use environment of a fuel cell. PSOLUTION: The evaluation method is used for evaluating chemical degradation of a fuel-cell polymer electrolyte membrane that includes at least one kind of polymer electrolyte and is used by providing catalyst layers, including an electrode catalyst, on its both faces. The evaluation method and the evaluation device for a fuel-cell polymer electrolyte membrane are used for measuring emission intensity due to reaction between radicals and a polymer electrolyte membrane. The radicals are generated by bringing a polymer electrolyte membrane into contact with a peroxide solution in a state of being in contact with an electrode catalyst while the electrode catalyst and peroxide are in contact with each other.
