An oxidant is brought into contact with one face of the polymer electrolyte membrane. Fuel is brought into contact with the other face of the polymer electrolyte membrane. The evaluation device for a fuel-cell polymer electrolyte membrane is used for measuring emission intensity due to reaction between radicals, generated by the following means, and a polymer electrolyte membrane. The device is provided with a means for bringing an oxidant into contact with one face of a polymer electrolyte membrane, in which an electrode catalyst is in contact with and fixed onto at least its one face, and a means for bringing fuel into contact with the other face of the polymer electrolyte membrane.
