PPROBLEM TO BE SOLVED: To provide an image processing apparatus in which an electronic document is filled with a pattern image even if at least either the electronic document or the pattern image is rotated around origin coordinates, and to provide a pattern image synthesizing method and a pattern image synthesizing program. PSOLUTION: The image processing apparatus which synthesizes a pattern image 503 with an electronic document 502 of a format for controlling a document structure by coordinates includes: an electronic document forming means which calculates a distance to a most separated point from the origin coordinates in the range of the electronic document 502 and forms based on the format the pattern image 503 depicted in a square range centering on the origin coordinates having one side twice longer than the distance; and an electronic document synthesizing means which synthesizes the pattern image 503 formed by the electronic document forming means with the electronic document 502.
