PROBLEM TO BE SOLVED: To provide a method for maintaining an activity of BMP-2 (bone morphonogenetic protein-2) and to provide an agent to which the method is applied.;SOLUTION: The method for maintaining the activity of BMP-2 is characterized in that HS (heparan sulfate) and/or Hep (heparin) are made to coexist. An activity maintaining agent for the BMP-2 comprising the HS and/or Hep as active ingredients is provided. A cell proliferation promoter and/or a cell differentiation promoter comprising the HS and/or Hep as the active ingredients are provided. The cell is preferably one or two or more cells selected from the group consisting of osteoblasts, chondroblasts, cementoblasts, mesenchymal stem cells derived from bone marrow and cells derived from periodontal ligaments. The cell proliferation promoter is preferably used as an osteogenesis promoter or a regeneration promoter for bones or cartilages.
