PPROBLEM TO BE SOLVED: To provide a method for accurately evaluating the oxidation power and anti-oxidizing power of water without excessively receiving the effect of a very small amount of metal ions or the like contained in water. PSOLUTION: In the method for evaluating the oxidation power of water, the measurement of electron spin resonance is performed with respect to a sample, which contains water and 1-hydroxy-2,2,5,5-tetramethyl-3-imidazoline-3-oxide (HTIO) and the intensity ratio of the signal of the radical originating from HTIO and the signal of manganese being an internal standard marker in the obtained electron spin resonance spectrum is calculated. In the evaluation method of the anti-oxidizing power of water, electron spin resonance measurement is further performed with respect to the sample containing an oxidizing agent and the signal intensity ratio is calculated.
