PPROBLEM TO BE SOLVED: To upgrade the configuration data of a programmable logic circuit without stopping a service to an end user. PSOLUTION: In the case that the configuration data of the programmable logic circuit (FPGA) are upgraded, a configuration controller of a router 30 generates a back pressure request signal and sends it to a logic gate in order to stop data transmission from a router 20 temporally. While the data transmission from the router 20 is stopped, the configuration controller reads the configuration data upgraded from a flash memory and transfers the data to the programmable logic circuit (FPGA) after all data stored in a buffer of the programmable logic circuit (FPGA) are sent out.
