PROBLEM TO BE SOLVED: To ensure a requested transmission rate, without reducing the working efficiency of a radio communication system.;SOLUTION: Base stations 42, 52 obtain base station information indicating a resource use state for each base station function and sends it to a multi-link communication device 30. A multilink terminal 10 sends terminal information indicating a request condition of services used by the user and an operation state of the corresponding multilink terminal to the multilink communication device 30. The multilink communication device 30 decides an available radio communication system and the number of radio links based on the base station information, the request condition of services and the terminal information, and notifies it to the multi-link terminal 10. The multilink terminal 10 and the multilink communication device 30 establish a multilink communication via the base stations 42, 52 based on the available radio communication system and the number of radio links.;COPYRIGHT: (C)2009,JPO&INPIT
