PROBLEM TO BE SOLVED: To prevent a public land mobile network (PLMN) of a roaming cooperator from being constantly refused location registration, and to suppress an increase in network loads and power consumption of a mobile telephone by enabling location registration accompanying a transfer of a communication area of a mobile telephone in a short period of time.;SOLUTION: A rate of location registration refusal is set in an operator information table held by an HLR 52 for each of overseas PLMNs 21-1 to 21-n of a roaming cooperator in advance. When a location registration request is reported from a mobile telephone 31 to a domestic PLMN 11 through an arbitrary overseas PLMN 21-1, based on the rate of location registration refusal, it is determined whether or not the location registration of the mobile telephone 31 to the overseas PLMN 21-1 to which the location registration has been requested can be made.;COPYRIGHT: (C)2008,JPO&INPIT
