PPROBLEM TO BE SOLVED: To provide an adsorbent having high adsorption performance and high flame retardance or high adsorption performance, high desorption performance and high flame retardance. PSOLUTION: The silica gel-activated carbon complex is composed of activated carbon and a silica gel particle fixed on the outside surface of the activated carbon or obtained by exerting mechanical energy on a mixture of activated carbon with the silica gel particle. The method for manufacturing the silica gel-activated carbon complex comprises the steps of: throwing the mixture of activated carbon with the silica gel particle in an agitation type mixing/granulating apparatus having a rotating member; and rotating the rotating member at 10-600 revolutions per minute to agitate the thrown mixture of activated carbon with the silica gel particle by the rotating member.
