PROBLEM TO BE SOLVED: To provide an input command value for automatic transmission control tolerant to fluctuation of characteristic values of components of a device controlling the input command value or speed change operation.;SOLUTION: The input command value is initialized (S1), and the input command value is changed to carry out speed change simulation by using a model (S2). On the basis of output of the simulation, a target waveform is corrected such that fluctuation by the output becomes small (S4). An input command value providing the corrected target waveform is provided by learning and calculation (S5). By returning to S2 and repeating processing and placing fluctuation within a predetermined range, an appropriate target waveform is provided, and an input command value achieving the target waveform can be provided.
