PROBLEM TO BE SOLVED: To provide a method for carrying out band management by associating the TCP quality with a link utilizing rate of a target flow and to provide a method for managing the communication quality by calculating a band required to satisfy quality requirement for each class to design the communication band of the link according to even a case wherein flows having various access channel bands and round trip times are multiplexed.;SOLUTION: The communication band design management method for designing and managing the communication quality of a user flow passing through a certain link in a communication network uses a quality degrading degree function D=D(R, ρ) denoting the quality degrading degree D on the basis of the quality of the TCP flow when a link usage rate is sufficiently small, wherein C is the communication band of the link, r' is a transfer available rate of the target TCP flow, a ratio R=C/r' is a ratio of the communication band C to the transfer available rate, ρis the transfer usage rate to estimate the quality when the link usage rate reaches the ρ and to manage the communication quality of the link.;COPYRIGHT: (C)2005,JPO&NCIPI
