PROBLEM TO BE SOLVED: To accurately calculate flow rate at low cost.;SOLUTION: The water depth average flow rate at each of a plurality of points is calculated based on the flow rates at the plurality of points in the transverse direction of the cross section of a fluid channel. The distribution of the water depth average flow rates in the transverse direction is calculated based on the calculated water depth average flow rate. The flow rate distribution in the transverse direction is calculated based on the calculated water depth average flow rate. The distribution in the transverse direction of an additional term of a three-dimensional motion equation in the fluid channel in which at least one term of an advective term, a turbulent diffusion term in the flow downward direction, and an unsteady term included in the three-dimensional motion equation is omitted and to which the additional term corresponding to the omitted term is added is calculated based on the flow rate distribution in the calculated transverse section. The flow rate distribution in the cross section is recalculated based on the distribution in the transverse direction of the calculated additional term and the three-dimensional motion equation to which the additional term is added.
