PPROBLEM TO BE SOLVED: To provide highly accurate prediction results by calculating a scale that even corresponds to a case where a numerical value of an explanatory variable for an unknown example is an outlier. PSOLUTION: In the case of an example consisting of an explanatory variable expressed by a numerical value and an objective variable expressed by a character string, when a known example similar to the unknown example is extracted and the value of the objective variable of the unknown example is predicted based on an example-to-example distance calculated from an inter-explanatory-variable distance that is a distance for each explanatory variable between a known example where the value of an objective variable is known and an unknown example where the value of an objective variable is unknown, a scale for use in the calculation of the inter-explanatory-variable distance while distributions of numerical values for the explanatory variables are adjusted is calculated for each explanatory variable in a set formed by adding a set of known examples and a set of unknown examples together.
