PPROBLEM TO BE SOLVED: To obtain a highly accurate simulation result which is close to reality by simulating interference behaviors among an automobile, a bicycle and a pedestrian. PSOLUTION: A data generation part 101 generates lane data 133 on a lane to be simulated containing identification data and position data of an automobile, a bicycle and a pedestrian. A simulation execution part 104 calculates a location to which each of the automobile, the bicycle and the pedestrian moves in one predetermined unit time by an automobile interference processing part 121, a bicycle interference processing part 122 and a pedestrian interference processing part 123, refers to the lane data 133; determines whether other automobiles, bicycles or pedestrians exist which become obstructs before the destination in the same lane or an adjacent lane; and changes the position data of the automobile, the bicycle or the pedestrian in the lane data 133 based on the result of the determination.
