PROBLEM TO BE SOLVED: To detect inconsistency of business definition.;SOLUTION: A department determining means 1d compares a request item with business definition stored in a business definition storing means 1a, detects a department having business definition including request contents shown by the request item and determines the detected department as a department in charge of the request item. Next, an item output means 1e transmits the request item to a terminal device 3. After that, a reception determination acquiring means 1f receives reception information showing whether to receive the transmitted request item from the terminal device 3, and an item processing history in which the reception information is associated with identification information of the request item in an item processing history storing means 1b.
