PPROBLEM TO BE SOLVED: To provide an optical recording medium having a flat servo layer free of ruggedness recorded with servo information as a phase change of a phase change layer. PSOLUTION: The optical recording medium 1 has a transparent substrate 4 having a first surface and a second surface, a recording layer 3 provided on the first surface of the substrate 4 and on which a light beam is incident to record data information as a hologram, and a servo layer 5 provided on the second surface of the substrate 4 and including a phase change layer in which servo information is recorded as a phase change.
