PROBLEM TO BE SOLVED: To provide a radio-frequency allocation device which allocates channels, while reducing the interference ratio and maintaining the connection rate, when the channels to be allocated to respective radio links is larger than the number of given channels over a radio mesh network, and to provide a radio communication system and a radio-frequency allocating method.;SOLUTION: The radio-frequency allocation device comprises a means of finding that the links where an exposed terminal problem arises are in interference relation, based on the information on a node information which can be transmitted directly and information on a node at another node; a means of allocating different frequencies to the links where the exposed terminal problem arises, and repeatedly allocating usable frequencies, when the number of frequencies needed for frequency allocation to all links is larger than the number of the available frequencies; and a means of finding side interval degrees as to the links to which the available frequencies are repeatedly allocated and inhibiting predetermined links from being used, based on the mean values thereof.;COPYRIGHT: (C)2008,JPO&INPIT
