PSOLUTION: A MPEG stream to be input is separated into a header information and a MB data by a stream separating portion 101 first, it is judged by a MB data analyzing portion 102, a MB area judging portion 103 and a MB process deciding portion 104 whether the separated MB data belongs to an area to be extracted and whether it requires a re-encoding, the separated MB data is re-encoded so as to to be motion-compensated from an image in the area to be extracted at a re-encoding portion 120 in the case that it belongs to the area to be extracted and also requires the re-encoding, a slice data is re-structured at a slice structuring portion 107 by the MB data with the same vertical position as one extracted later, this and the header information separated at the stream separating portion 101 are corrected at a header analyzing portion 108 and a header reproducing portion 109 and are combined with the reproduced header, and the stream corresponding to the number of the extraction is obtained.
