PROBLEM TO BE SOLVED: To effectively control the upper limit of local multiplicity being the maximum tolerance of the number of executable transactions in a server.;SOLUTION: In the method for controlling the upper limit of local multiplicity of servers, the upper limit of global multiplicity as the maximum tolerance of the total number of transactions, that can be executed simultaneously, is set for a plurality of servers. A managing server 100 which manages the plurality of servers monitors the current value of the global multiplicity as the total number of transactions executed by the plurality of servers. The managing server 100 generates a 1st instruction of changing the upper-limit value of local multiplicity of a server executing transactions to the current value of the local multiplicity as the number of transactions executed by the server on condition that the current value of the global multiplicity is equal to or larger than the upper limit of the global multiplicity. Preferably, the managing server transmits the 1st instruction to one of the plurality of servers.
