PPROBLEM TO BE SOLVED: To provide a fuel cell having constant cell output for a long period of time, and excellent in volume energy density and weight energy density. PSOLUTION: The fuel cell has a structure supplying fuel water solution which is manufactured by arranging fuel for a fuel cell on a surface with a sustained-release membrane and water on the other surface, to a fuel electrode. The fuel for the fuel cell is either a solid fuel or highly-concentrated liquid fuel. The method of manufacturing the fuel water solution of the fuel cell is provided by arranging the fuel for the fuel cell on a surface with a sustained-release membrane and water on the other surface, and making the above fuel for the fuel cell dissolved into the above water in a predetermined speed.
