PPROBLEM TO BE SOLVED: To provide a solid polymer electrolyte type fuel cell/water electrolysis reversible cell that can utilize oxygen in the air instead of pure oxygen and shows as good characteristics, in one using a combination of hydrogen-oxygen in a fuel cell mode. PSOLUTION: Electroctalyst powder for a reversible cell consisting of a mixture of Pt black and polytetrafluoroethylene (PTFE) is prepared so that a PTFE content in the mixture is within the range of 6.9 to 8.0 wt.%, and is combined with powder of Ir or Ir oxide so as to satisfy Pt:Ir=80 to 90:20 to 10 in a weight ratio of metal, which is mixed with dispersion liquid of Nafion (R) into slurry to make up an electrode-electrolyte membrane assembly (MEA).
