Photocatalyst consists of ruthenium dioxide supported on compound (C1). Compound (C1) has units comprising octahedron or tetrahedron containing oxygen and transition metals in d 1 0 and d 0 electronic state, phosphate tetrahedron and alkali metal ion. The octahedron or tetrahedron, phosphate tetrahedron and alkali metal ion in the compound are mutually connected to form a network.
